How do I know what's wrong with my concrete?

Can concrete sealing fix damaged concrete?
It depends on the damage — and an honest contractor tells you which is which. Sealing genuinely fixes dusting (it chemically hardens the weak surface) and stops the water intrusion behind spalling, scaling, pitting, hairline-crack widening and efflorescence. What it can't do is rebuild material that's already broken away or fill cracks — deep spalling, widespread scaling and wide/offset cracks need a repair or resurfacing contractor first, then sealing protects the result.

When is concrete too far gone to seal?
When the surface you'd be sealing is already gone: deep spalling across large areas, scaling over most of the slab, heavy pitting you want smoothed, or cracks that are wide, offset or growing. Those need a repair or resurfacing contractor first — sealing then protects the new surface. If the slab is sound and the damage is early or localized, sealing is the right move and the cheaper one.
